ATLANTA, Nov. 2 /PRNewswire/ -- Federal Home Loan Bank of Atlanta (FHLBank
Atlanta) today announced Arthur Fleming has joined the Bank as first vice
president and director of the Community Investment Services department
effective Nov. 1, 2007.
Fleming will oversee FHLBank Atlanta's community investment and affordable
housing programs, which represent one of the largest private sources of
affordable housing and community development grants in the Southeast. The new
director draws from a diverse background where he has led and managed
community-finance and lending efforts for a number of organizations.
"Art Fleming's experience in using private capital to promote community
development lending will be a tremendous asset," said Jill Spencer, FHLBank
Atlanta Executive Vice President and Chief Operating Officer. "His leadership
and management experience will help us better serve members and the
development organizations that benefit from our programs."
Prior to joining FHLBank Atlanta, Fleming was executive vice president and
chief lending and investment officer for Opportunity Finance Network, where he
managed the financial services unit. He formerly worked at Fannie Mae
Foundation as senior director of the Southeast region and at GMAC Residential
as senior vice president and managing director of the Housing Initiative
Group.
Fleming also served as executive director for the Community Financing
Consortium, Inc. and as an attorney/planner, senior research associate for the
Joint Center for Environmental and Urban Problems at Florida Atlantic
University/Florida International University.

Fleming earned a Master of Arts in Urban and Regional Planning from
Florida State University and a Juris Doctorate from the University of Florida
College of Law.
